General course information
Individuals enrolled in this program are often evaluating if they are interested in pursuing EMT education, looking to provide enhanced EMS first response in their community, or are seeking healthcare experience. This course is geared toward the new Vermont EMS First Responder (VEFR) certification scope of practice.
The Vermont EMS First Responder (VEFR) course and level of certification are designed to introduce new individuals to EMS and provide additional basic first responders for local communities. The VEFR has a limited scope of practice including CPR, AED, bleeding control, assisting with an epinephrine auto-injector for anaphylaxis, assisting with a prescribed metered dose inhaler (rescue inhaler) with an asthma attack or COPD exacerbation, or administering naloxone. VEFR personnel’s role will vary by agency and may include community first response, event standbys, community demonstrations, or acting as a driver for a licensed ambulance crew.

Enrollment closes 2 weeks before class to allow sufficient time for online coursework prior to the class day.
CLASS FORMAT
The first responder course has 2 parts:
Online Pre-Course Work - 20-30 hours of online learning activities which must be completed prior to the in-person class day.
This includes custom course material, FEMA I-5, 100, & 700, and VT Mandatory Reporter training.
Students must apply for a FEMA Student ID and complete the FEMA courses as soon as possible.
Completion of the VT Mandatory Reporter training prior to enrollment is also recommended.
Students can start this training any time, even prior to applying.
Skills & Scenario Lab Day - hands-on skills and first responder patient scenarios.
VEFR CERTIFICATION
After successfully completing the course, there are additional steps to become a certified Vermont EMS First Responder (VEFR).
Be affiliated with a Vermont Office of EMS licensed ambulance or EMS first response service.
Apply for a state certification on the VT EMS online licensing platform.
PLEASE NOTE: The VEFR certification is unique to Vermont and is not transferrable to other states.

Technological requirements:
Computer with reliable internet connection. The function of your devices is your responsibility. We troubleshoot course components but our instructors cannot be tech support for your devices.
Prerequisites to apply:
16 years of age or older by the time the course starts. Students age 16 or 17 must have parent / guardian authorization to take the course - submit this form to training@brsvt.org.
Criminal history: If you have a history of a misdemeanor, felony, or are listed on the adult / child protective registries, we recommend contacting the VT EMS office to review in advance.
Health requirements:
Proof of current influenza (2023-2024 season) & COVID-19 (initial series required and 1+ boosters preferred) are required and must be submitted in the online classroom. You cannot attend the class without these immunizations. Do NOT send other immunization and health records.
Students must wear PPE during the course day. Gloves and eye protection are available in the classroom.
Students must be able to physically perform all skills including lifting 51+ pounds, carrying, moving, kneeling, squatting, getting up off the floor on their own, performing CPR, etc.
Dress & Appearance:
You must wear appropriate clothing for classroom experiences. In the classroom:
Dress comfortably with shirt and long pants, those working with EMS agencies are encouraged to wear their uniform. Skills and scenario practice will require active participation including lifting, moving, bending, kneeling, crouching, etc.
Make sure you are prepared for the weather, as skills may take place outside.
This course is a professional experience with expectations of modesty and professionalism.
Shoes must be closed toe (no flip flops, sandals, etc.).
If your attire is inappropriate to professional standards, you will be dismissed from the course.
All students must conform to grooming policies.
Hair must be off the collar and long hair must be worn up.
Tattoos, if they are deemed inappropriate, must be covered at all times.
No excessive jewelry allowed, including dangling or loop piercings that may present an injury hazard to the student.
Facial hair must allow effective use of a disposable surgical mask. Students are advised that first response activities often require a respirator and should consult with their local agency about type of respirator and allowable facial hair.
Hands must be clean with no excessive dirt/grease, etc.
Students must be clean with no body odor, excessive fragrances, or perfumes.
COUrse FEE, Dates, & Application
$80 which includes online modules, in-person class day, and completion certificates upon successful completion of all course components. Student affiliated with a VT EMS licensed ambulance service are eligible for tuition grants if minimum enrollment is met and/or until all grant funding is expended.

Frequently asked questions:
Q: I already have obligations the same time as the in-person class session date, can I make up the session another time?
A: No. Do not sign up for the program if you know you already have a conflict. The in person class session must be attended on time for the entire time. Missing the in person day results in dismissal from the program. You may not be on call, actively working, etc. during the in person class day.
Q: Does completing the education program certify me as a VEFR?
A: No. After course completion you must be affiliated with a VT EMS agency, file an electronic application submitting the completion certificates from the course, and be approved by your VT ambulance/first response agency head of service and VT EMS.
